Welsh here. Wales is parochial, poor and deeply patriotic. The source of its poverty is its survival, namely its mountainous landscape that makes effective development, administration and invasion very difficult to achieve. As such it straddles a strange line. The fact that only 20% of people speak the language isn't indicative of defeat, in fact it is a miracle that so many people speak it at all, given the length of English occupation and how stringent the attempts were to snuff it out. I feel that it is in the midst of a cultural upswing and it well placed to help foster the kind of ideas Britain (and Europe) need for revival. Due to losing political independence in the Middle Ages, its culture is inexorably linked to the Middle Ages and it therefore has a clear line of connection to its past, which helps to keep alive its pride and ferocity when it comes to defending that culture. An example of this is the fact that Welsh symbololgy is literally everywhere you look in Wales. Every shopfront, business logo, t-shirt and monument is encrusted with dragons, leeks, daffodils and the flag of St David. Can you imagine the same being true of urban England?

The southwest is one of the most anglicized areas of Wales though. The northwest has probably the most distinctive Welsh accent, due to a relative lack of influence from elsewhere as in Newport etc.
