Trump even talked about this exact plan in Crippled America. The only thing that's changed are the means. In the book (and on the campaign) Trump threatened 35% tariffs on ALL imports from Mexico plus a whole bunch of other legal and economical barriers to make them comply with US demands at the border and on trade. Now it's a triple threat: the completed win-win trade deal, threats of US troops sealing the border and a cut-off of foreign aid.
At the end of the day it's all financial and economic pressure. Trump will get what he wants and funnily enough it's a good deal for Mexico if they weren't controlled by the cartels.
