lets say the earth is rotating at 1000mph. that means when you're on the ground or in the sky, everything is moving at 1000mph. so essentially 1000mph for all intents and purposes could be considered 0mph. now if you needed to travel at 300mph for 6 hours to cover 1800miles, you would actually be travelling at 1300mph, but you don't count the 1000 because that's the speed you're already travelling at. if you throw a projectile from a car window and the car is travelling at 70mph. the projectile will be traveling at 70mph + the speed that has been enacted on that projectile.
