Neither really. Tucker wasn't arguing for prohibition, in fact argued against it. They were having two arguments that were not connected at all.
I have read conflicting reports that both support and detract Tucker's claims, so it was kind of a wash.
I think his goal was to bring up that marijuana will make the masses dumber and less likely to revolt. The advocate brought up the 'Nam protesters, and how most were pot smoking hippies. However, weed back then was around 10-20% as potent as it is now, so it's not really analogous. Kind of like comparing beer to whiskey.
All in all, it was kind of a waste of time where nothing was really discussed at length. I was kind of disappointed with this segment, which is rare for Tucker. Can't always bat a thousand.
