I just read the archive, and it seems the writer was giving examples of successful revolutions/change of government. You can hate the commies all you want, but you cant deny that they had success waging some sort of successful revolution.
Other things the writer gave as examples are revolutions and tactics which have nothing to do with commies.

You should seek your victories whenever possible, but the rural places, small towns and farms are indeed very strategically important. Whole populations have been starved and wars have been won this way. Its something we shouldn't ignore.

You're misrepresenting what he's saying, he's not promoting Maoism he's pointing out that Mao had more success building a revolution in the rural areas than the cities. Just because you don't like your enemies doesn't mean they can't have valid/efficient tactics and when they do you should try and co-opt their methods.
