Tepco doesn't know where melted cores are because they have melted deep into to the earth and radioactive groundwater keeps leaking into ocean. There are videos of people taking geiger counters on airplanes on Youtube that are from before the Fukushima reactor explosion showing massively elevated radiation levels. Infact, you're exposed to more radiation on a plane than going to Chernobyl.
