The way I read I understood that article is that Trump will have a bill or proposal ready by the midterms. Everyone knows that it will take months of arguing by both sides to pass any tax cut.

Then we come to this gem:

In other words its FAKENEWS that Trump thinks a tax cut can be passed by Nov 6.
