You need hardy plants just to hold the sand from drifting, then incorporate peat moss or manure under the sand for moisture retention then plant grass. Do not cut said grass for 10-15 years so it can develop a mulch topsoil layer and continue. If grass is broke up or dies it will return to sand within a couple years.

There's an aussiefag that has been greening the desert in Jordan for a few years. Basically you need to keep the ground watered until the trees are established. Then the trees keep the limited water from evaporating to exposure.

Majority of the Mojave desert's water is in deep natural aquifers and in sparse thunderstorms. Combination of deep Wells and rainwater collection platforms (large plinths made of treated lumber topped with metal roofing) can collect plenty.

Set up numerous greenhouses with three sections each: one for rabbits and fish (let's use Tilapia for this example), one for nutrient processing/pumps/aeration, and the last and largest area for hydroponics. Each greenhouse can have an attached single family apartment.

The rabbit's manure is dropped into small tanks of water. These tanks feed into large hoppers that anaerobically process the feces into natural gas, refined fertilizer, and other chemicals that are easily separated. The natural gas is used to power and heat the complex.

Using refined manure and fish waste, the greenhouses produce excess crops the families sell to local markets. With the rainwater platforms in-between greenhouses, the land is cooled and plants can grow there better than before.

Some arid areas have a higher rainfall per anno then temperates, but all at once. Established vegitation and other soil topping than bare dry sand would keep the water better and longer.
