In addition I don't think Germany has resolved yet some really important strategic decisions regarding it's military.
Is it for peacekeeping, guerrilla warfare, or fighting Russia?
How integrated should it be with the EU? If integrated with the EU how would the language barrier work with force organization?
Should the EU have a federal army and, if so, how would that federal army organization and funding affect German strategic aims?
What about procurement? Will Germany pursue development and procurement on it's own or will it try to integrate itself with other EU states?
And then after all of that actually training and getting used to doing things is it's own challenge. The institutional memory of the German Armed Forces is pretty weak. They don't exactly have hundreds of thousands of hours of practicing logistics. Or have strategic redundancy in replacement parts on hand.
All of this is without touching on the German populace's wariness of anything military and unrealistic expectations of what military's are capable of. Someone will make a mistake, a bad call, be given bad information, or get tricked by the enemy. Something tragic will happen as a result. And Germany will be incapable of processing that that is just how war is. It will be a political shitstorm.
This isn't to say that more money isn't a good thing. It is. It's just that more money is the simple part. All the tough decisions still don't have a resolution.

There's a character count limit, or but this goes back as far as the Napoleonic wars, every 16 years +/- a couple, an economic cycle ends. That's not at all to say other crises and crashes can't and don't arise in the meantime, this is largely about cycles of debt & money supply. The next cycle will probably see the erradication of some toxic debt hanging over from 2007 & interest rates revert to mean at least.
