The UK sort of did this. Most large supermarkets don't have single use plastic bags anymore.

What happened was two things.
First they started selling those expensive reusable bags that are actually thousands of times worse for the environment than cheap plastic bags.
Secondly, everyone started throwing their junk away because they no longer have a convenient cheap plastic bag to put it in until they get to a bin.

Basically we pollute more without them than we do with them. It's great when retarded do gooders want to change laws like this without thinking of the consequences these changes will have.

The chemistry that goes into a plastic bag is actually very interesting and what happens to it after is also kinda neat. Long story short if you really wanted to get rid of bags with little effort you would toss them out and let the UV rays break them up. However that's not really viable (China, India and Africa not withstanding (good job south America you're not 100% shit)). So you need to look at what happens in different waste disposal methods. The best is plasma incineration but that's very expensive and kinda low volume. The next is normal incineration with modern stack scrubbing. They collect about 1/1000th of the input waste as solid waste and land fill that. The other emissions are water vapor, nitrogen gas (not NOx) and CO2. All very safe things to let out into the environment. You next option is to landfill your trash. Which is fine. The neat part about landfills is that they don't really take that much room, act as a storage for metals, and produce small but economical amounts of methane. When you put a plastic bag into a landfill you are more or less adding fuel for methane production. The mix of other trash includes just enough of the right metals to help in the biological chemical reactions to break it down without any UV added.

In short plastic bags are nothing. I have a year's worth and it can be compacted down to about 2L in volume, and in 30 years in a land fill it will be about 0.5L of volume.
