CS university teacher here. We have a few poo in loos, and they couldn't even take over a dumpster. Most of them get weeded out in early semesters as they are very work shy. Few make it to a thesis, and those that do, you can't give them a normal subject for their thesis, you need a "special" one or they wouldn't graduate at all.
Personally, I wouldn't hire them, even though I could get 10 of them for the price of a white IT specialist.

how has it slowed to a crawl? if anything it has accelerated like fucking crazy. i've been a programmer for 35 years and up until 5 years ago i was able to stay on top of almost all new technologies (eg: i could build windows and mac applications, android and ios apps, do server-side and database development and client-side, plus some microcontroller programming. but nowadays, i have a tough time keeping up with the constant os updates on the mobile side. either i'm too old now or shit has started changing and evolving faster than ever.

There are salary stipulations on hiring H1Bs which essentially means you have to pay market rate, and in general, the minimum salary is something like $85k. The reason these positions get filled with Indians is because there is an overwhelming preference toward IT among people who go to college in India, owing to extremely high salaries in relation to the local averages. This is especially so compared to what typical white bois study (like business or mech e), and India's college-going population is massive now, given that India has something like half a billion people under 35
