Homelessness is in a general downward trend, and has been for a while. Again, you'll tend to see more of them in leftist strongholds. California and Washington are particularly bad when it comes to the 2 problems you listed, and I imagine a Japanese tourist would go there. I'd recommend going a state or 2 east: Idaho, Utah, Nevada, anywhere but California. California has been run to the ground by socialists.
