When I was a young boy living in Hungary, the kids would regularly have fights. The teachers punished us but saw it as perfectly normal so it was not seen as the end of the world. We would also draw pictures of knights and soldiers fighting during breaks and nobody even cared. I even pulled a girl's hair one time and made her cry and I thought I was gonna get in serious trouble but the teachers said that I was probably just "courting" her because I was attracted to her. So they just asked me not to do it again and didn't give me any punishment. The kids got in fights but over all, everyone got along and there weren't any cases of bullying.
Then I moved to London and in my first few days there I was sent to the head master for violent drawings then again later for name calling. (It only took me a few weeks to learn swear words and insults) but I got in the most trouble for calling a kid called Muhammad a girl and making him upset. Naturally, I also got into a lot of fights. Of course, there was this mutt kid who regularly provoked and picked fights with other kids and straight up bullied weak ones and his behaviour was tolerated a lot more. And people were generally just mean in this school and abused a lot of the weaker kids, despite strong efforts to put an end to them.
So despite allowing boys to be boys, Hungary's school was a lot better and more stable.
So basically over-management May contribute to a culture of sadism.

I am the proverbial 30 year old boomer so it's a wild ride with me.
Ya see, I was growing up in the decade after the fall of communism and that was strongly reflected on my school years. We still had strong discipline in the primary school, with two kids being responsible each week to clean the blackboard (yep we had those as well) before the next teacher came, then we had to stay by the door and demand the class to stand as the teacher entered the room. All very formalized and military like. Not that children being children was not happening in recesses. It was tolerated and small fights were brushed off. The bigger transgressions were met with corporal punishments. The teachers did not fucked around back in the day. It was common for a kid to get punished by a teacher by some slaps with the black board pointer (a wooden one, akin to a cue stick). Then the chaos and misery of the post communism hit hard. The hyper inflation turned everyone savings to wallpaper. The legal system collapsed and the organized crime started to form. For the first time I saw how the teachers were no longer willing to discipline some kids due to their parents. It instilled confusion and the realization that the adults do not hold power over us to the extend I thought they were. Then came the part when people got jaded and stopped giving a fuck. In high school I was going to class with small bottles of alcohol in my inner jacket pockets. People still got in to fights but the teachers stopped giving a fuck and did nothing to stop the serious shit. Kids started bringing knives and brass knuckles to school. Mostly to show off but some serious fights did happen. Now what I see in the school system is even worse - not more violent but arguably worse. Kids just browse their phones and pay no attention to the teachers that respond the same. Kids know fuck all and care as much. Some utter degeneracy of music rein supreme. It is more likely for the girls to fight over boys now...

I was eventually not allowed the responsibility anymore for messing around too much and ordering people around like some mobster.
I would also mess with people when they had to clean the board during break. I would use wet chalk to write swear words on the board that made it difficult to wipe off. Then I'd also fill the sponge with water and soap and put it back in its place. When the kid realised the board was filled with swear words, he quikcly ran to scrub them off but the sponge was too wet and water went everywhere when he pressed it against the board. Fun times.
We didn't have the military style respect or corporal punishment though.

Well, racism is not a real word you see. The original word is bigotry or prejudice. Not the "prejudice + power" bullshit. I get that power makes prejudice matter, but when it comes to attacking or harassing people because of their race or hair colour or whatever, anyone can be the victim of it.
They say people with institutional power cannout suffer from so called racism, so I guess if minority criminals attack white people because they don't like them, it apparently doesn't exist. When I was in school there was the "hard lads" who were all friends with each other who would go Round and bully any one they fancied, guys who had brothers or mates in this group were also part of it so they could bully people even though they were small and not hard.
We also had the "paki mafia" which was all the brown kids sticking together because we didn't have that many of them when I was in school.
