they used to always cancel stamps, but i've noticed recently they leave them intact about half the time. Must be affirmative action within the postal service or something.

I use USPS pretty often and it’s a mixed bad whether or not they mark up the stamps. When I get packages returned to me the postage is cancelled ~40% of the time maybe
