I just don't see why we should bother, even if we could wipe the whole place out. It would be a huge project and would cost tons of work and treasure, when we already have Miami, Puerto Rico, Guam, Whore Islands, Marianas, American Samoa

We tried to, when the spanish owned it originally. Spain couldn't handle it and the U.S saw an opportunity to take it over and tried to take it.
