Technically yes, in that you could scrape the bottom of the barrel for really trashy white people and have them breed with top tier asians. This would probably be more eugenic than them breeding with another trashy white (I'm talking 1/10s).
However, this would never actually happen in practice (no 10s go for 1s, no matter the race), and either way, the offspring would not be white and would thus be outsiders. They would be superior to their would-be 1/10 white siblings only but have no other redeeming traits.
