If finishing your bach degree is financially possible, then do that and clean up your appearance and re-make friends. You'll be in a better place (mentally) for taking classes and not fucking around. Use your age and maturity (pretend if you must) to distinguish you over others.

If finishing the bach isn't viable, try to learn a trade. Electrician's, plumber's, welder's assistant for a while, then test and get certified. If you do it right, you can pull some decent income and earn some respect.
