Since the person made sure no one got harmed then they may not view those they sent these to as enemies.
Why would someone who viewed these people as enemies do this? What benefit? Clinton would be the only potential candidate so intimidation not to run could be a factor. Why Holder or CNN? CNN would have covered the Clinton package.
However, if you wanted to frame Trump supporters as violent you would send to these people and make sure no one gets harmed because you know the media will run with it.
Not claiming I know the answer, but with the info available that motive seems the most viable. Maybe I'm missing something.
