I don't think the bombs were a false flag, I think they were either a hoax a dry run to test delivery.
If it's a hoax, then the perpetrator's political affiliation is not determinable by the targets, since hoaxes are most often done "for the lulz".
If it is a dry run, then I would expect the perpetrator to have targeted these people to take everyone's eyes off of his (almost all bombers are male) true target, who may not be a politician at all, but a mail carrier or sorter that he has a quarrel with.
