Montana's landlocked, seeing how succession might produce tension between Montana and the US and therefore acces might be limited.
States like Maine are also closer to Europe and have seaports. Even Cascadia is better than Montana.
The climate is mostly steppe, which is a bad sign for crop yield. Again, New England is better suited.
Montana isn't even the whitest state. Maine, Vermont, New Hampshire, West Virginia, Idaho are all whiter.
