There can, but I don't see how further dividing countries can help. I can definitely see how nuking Islamists out of existance could help but that's about it.
There's a certain amount of efficiency gained by centralization and economy of scale, but there's also a certain amount of efficiency in competition and independently-operating units. The best solution is never going to be 100% one or the other, but the correct balance.

I'd expect it from the Japanese first, since it would complement their schemes to get people to move to rural areas and breed. Certainly won't happen in the US until Israel is glassed.
It's obviously possible, but you have to ignore the major factor which is the reality of our current situation. You'll literally get assassinated if you come close to creating a self-sufficiency technology, although nowadays it seems they use figurative assassination with planted CP more often.
