It's easier to catch people and lock them up for drugs than it is for real offenses, and when we have policies that allow for that, it's not a coincidence that all other rates of crime go down. When they get out they can't find work, but they do know guys that can put them on with drugs. Take that one step further, and the next time they get locked up, they'll teach the first timers how it is and it self-perpetuates.
