I'll never understand why you conspiratards think these drills are important or linked to an event. We have shootings all the fucking time in America, it's normal to prepare our police, emts, etc on how to respond to them. Just look it up, you'll see these drills taking place all the fucking time.
There's companies that help run them because they're done that often. It's good practice, surely you want your emergency services to have experience dealing with high pressure situations
