well you can do that, though if you don't have a license then you'll get various letters from TV licensing and occasional visits

thing is they have no right to enter your property so you can tell them to fuck off, they can get a warrant but they need a reason/some evidence in order to get a warrant and if you just tell them to fuck off then they have nothing. Even if they do get a warrant your local police probably have better things to do and so there is a good chance the TV licensing people don't get to use the warrant - they need the police to be present.

AFAIK the police won't break down the door for a TV license warrant either.

It's only as bad as it is here because people in government, and people in the police force, are desperate to justify occupying the positions they do, while at the same time being too lazy/corrupt/unskilled to actually do what's expected of them, while they're given targets they need to meet. That is absolutely correct. It's also why the state ALWAYS expands and NEVER scales back. There's no incentive for a group that just takes their money from you no matter what actual job they do to not just expand themselves.

Correct, it's only for broadcast TV, recordings of broadcast TV and also the BBC's online iPlayer. Actually checking the IPs of everyone who uses the iPlayer against a seperate list of everyone who pays their TV licence seems to me like too many hoops for them to bother to actually do, though.

A TV license is for watching live TV as it is being aired or recording them as they're being aired.

Which is why it's so fucking hard getting caught without one when you need one. Basically, to get caught you either have to be seen watching live TV by a licensing goon, or you have to confess to watching live TV and then sign this confession.
Even if you own a TV that is capable of receiving a signal and watching live TV, if they cannot prove you actually watch TV, they can't fine you.

And provided these people don't have access to your house, it's crazy that people somehow manage to get caught.

TV licensing goons are scummy fuckers. They have almost nothing to work with and will lie and cheat to get their job done. First rule when dealing with them is say nothing, second rule is record them.
As long as you do the first, they'll never be able to fine you, and if you're doing the second as well, they'll usually fuck off as soon as they see the camera.
