Gaddafi definitely hit on some bigly points from the standpoint of being right and geopolitically useful
Obama's foreign policy had huge holes in it but the public isn't really aware of it currently because of the Trumptastrophe and the magic negro effect which will wear off over time.
His administration utterly fucked Libya, withdrew from Iraq prematurely just as ISIS started to rise - he called them the JV team as they were blitzkrieging across Syria & Iraq, LOL. His nuke deal with Iran was hastily done and was out of desperation. The pivot to Asia was haphazard and was ineffective in containing China's rise. He purged some of America's best generals(Including Mattis) because of ideological reasons. He completely missed Russia.

You don't have to control the whole of the Mediterranean, just the littoral areas where refugees would try to land. That's an easy task for even modestly equipped navies. Let them have the open sea, if they drift and starve/drown, that's one less boat that Europe would have to sink.
