To correct myself: technically you could run a website on an IP address and just not have a registered domain. You could run it out of your home if you have broadband, so you wouldn't be dependent on a hosting company. Then you'd only have your ISP to worry about, but so far they've been much less interested in censoring content than the companies at the other end.
