Cops were getting pulled from their work for "shooting first" or for just getting involved in shootouts. If I'm not mistaken, in Rio de Janeiro, they had around 16 THOUSAND policemen in that situation. At some point the secretariat of human rights demanded that the police should only open fire if they were getting shot at. They basically defend the criminals while the cops and innocent civilians who were hurt or end up dying are mostly ignored.
