1 million active over 2 million reserve , 4,000 aircraft, 20,000 tanks, 350 naval assets. Yeah they seem really broke. Given their military is aging but their air force is still top notch. They still pour money into key areas. The UK has the only thing close to a navy that could halt them but they'd still ravage mainland Europe.

If it's over 50% they still outmatch the numbers of the EU. In fact their artillery and tank strength is unmatched. For comparison the UK has 830 or so aircraft, 230 or so tanks and 76 naval assets. France is the EU country that has tank and artillery power. That should frighten you. The UK has Naval and air is argued over but I'd say UK there too. I do agree their numbers are more impressive than their actual military but they are still globally number 2, comfortably.

They've lost something like a dozen aircraft during operations in Syria already, mostly not due to enemy fire. Granted the USAF loses aircraft from time to time as well but the sortie rate is far higher.

Nobody knows how well the RuAF would fare in a serious conflict but my guess is that it looks a lot better on paper.

You do. Again, I don't argue they're technologically behind but to put their artillery in perpective, we have about 950 self propelled artillery and under 6k tanks. The Russian military is almost wholly designed for ground superiority and even then by numbers over efficiency. This includes they have a massive amount of anti-air capabilities because their airforce lagged for nearly 20 years behind the US and Europe. I doubt they'd ever be able to take Europe. If it was only Europe vs Russia, it would be interesting and if the UK didn't involve their navy, Russia would crush the EU. France being the EUs strongest military followed by the UK. Frances military is also in disrepair leaving one country who's military isn't falling apart. All of this while Russia is actual,y firing up their furnaces and expanding. It won't stay dormant forever. Brexit is a good idea for a lot of reasons. By numbers alone, technically India gives the EU a run and if France and the UK weren't involved could likely win without nuclear war.
