I remember there used to be this old retired couple a block over who went all out for Halloween. The old man would set up his grill, and grill hot dogs. Every kid got a solo cup of soda, a hot dog, a fun-sized bag of chips, and a king-sized candy bar. Even at 90s prices they must have been spending a couple hundred bucks each year, but they were all the kids' favorite house to go to.

They're long dead now.

There's definitely an economic aspect. The number of millennials that don't have children and families due to economic reasons alone puts a dent in Halloween participation.
PC culture is literally a non-factor here. SJWs getting offended at Indian or Mexican wrestler costumes don't make households stop participating in Halloween at all. Why bother being festive when the main draw, trick r' treating, is uncommon these days?

Simple protocol was "lights out; no candy" but then overbearing parents pressured municipal governments to have designated trick-or-treat nights instead of letting their kids out on the 31st whenever it happened to be.
Now we've got that trunk-or-treat bullshit and nobody bothers decorating because only you and your immediate neighbors will ever see it.

It's not uncommon at all here. Trick or treating itself is still common place it's just the numbers are fewer.

Yeah, it happened after I moved from the neighborhood, but from what my grandmother told me the old man died and his widow wasn't able to keep things going by herself. Couldn't put all the decorations up and do all the preparation by herself. That year she scaled things back to a more modest setup, just putting out a jack o'lantern and handing out normal candy. But her husband had been a legend at the local elementary schools and all the kids asked her why the hot dog man wasn't out. She had to explain that he'd died over and over. Being reminded of her husband's death all night and seeing the kids disappointed demoralized her so bad she never took passed out candy to trick-or-treaters again.

Even though we don't celebrate Halloween here, we used to always put lights on at Christmas. Almost the whole Northern Suburbs of Cape Town used to do it. One community was especially famed for all the lights because they went all out. Now you will see ZERO houses with lights. This all happened in the last 15 years. All the old Afrikaner neighborhoods

I also live in an area with a lot of Chinese, and we don't bother with candy because kids almost never come by. Immigrants move in, kids feel like they're wasting time so they go somewhere else, and then the remaining Americans stop giving out candy. In contrast, I grew up in an almost entirely white neighborhood and we got candy from almost every house on the street.

The real reason? Society has become increasingly fractured the past 3 decades. Events like 9/11 shook many people subconsciously. They don't want to know others, they don't trust their community, that's why Halloween is dead. It's a symptom of a much bigger problem. The rise of social media and everyone being connected did not bring people closer together.

In my area there really aren't many kids now. It's my hometown which I returned to, and despite it still being like 99% white, there just simply seems to be fewer kids despite the population having slightly increased since when I was a kid. It's not a case of having people of different cultures or races or economic backgrounds, etc., it's just that there isn't really a new generation. When I was a kid we'd usually end up with anywhere from 30-60 kids come per night (largely weather affected), and the last few years I don't think I've seen more than five in any given year.

This has been a trend since the late 70s/80s at least and it's a big reason trick or treating is on the decline in favor of more organized functions like trunk or treat or town celebrations.

I've never really had Halloween in my area ever, though. A few houses have decorations but I'm in a rural area where houses are spread out and have long driveways - basically no trick or treating unless you go to town 15 minutes away. I think I've had maybe 2 or 3 trick or treaters the 20 years I've lived here.

I'd say that people stopped doing this around 2010ish.
