Realistically? Make condoms expensive and substantially increase tax benefits for families with kids between 3-5. For added security that mostly whites would benefit the most of the tax incentive, make it only available for those families who also haven't used welfare/food stamps or have a criminal record within the last 10 years. Oh, also militarizing the border and fixing the immigration law should still be the #1 agenda. White conservatives have a birthrate above replacement, white liberals and center white are extremely low.

No one likes big government but barring massive social change it's the only way.

But the free market won't fix this. People of child bearing age are starting to get money and they don't want to spend it. Either the culture changes or someone steps in makes a change. Although as you might be able to infer from my flag I don't much care for these massively subsidized methods unless the situation were to become critical (which it isn't, approx 150 million whites in the US, like 3/4ths of a billion in Europe, white people aren't going extinct via lack of breeding any time soon).

Besides that your best bet is a grassroots movement supporting more traditional family structures which are more conductive towards the production of large families, husband works, wife cares for kids and house, focus on having lots of children and remaining close with their extended family. Far slower to spread and with less chance of success (might simply fail to catch on), but it doesn't involve massive government subsidies.
