And if the money extracted from a cow does not exceed the cost of a cow then no man would buy a cow. The cost of a slave is outweighed by the value created by unpaid or free slave labor. I do not see how maintenance costs contradict this concept.

Enslaving innocent people is a terrible thing to do. I wouldn't wish it on my worst enemy. I think the transatlantic slave-trade is horrible due to that, "le should've picked cotton ourselves meme." Enslaving criminals and temporarily enslaving NEETs on the other hand...
The state should mandatorily force NEETs to complete 2 years of military and other skills training. It should be spread out for all the years they're in school (so instead of summer-vacay they train.) They'd do things like drain swamps, maintain roads, and work on other infrastructure projects.
Criminals should be offered indentured servitude for reductions on their sentencing or a stay at a better prison
