Croatia is basically going to be the new Spain, very pleasant place to live but full of foreign retirees and no economy to stand on.
I can't say Serbia is much better, except no one actually wants to retire there.
As a whole, the balkans is my favourite place in europe to visit since the architecture is generally nice, it's insanely cheap, and has interesting and diverse culture.
