controlling the price of rent doesn't control the cost. so for those owning multiple properties, to offset the differential there, they must raise it somewhere else. But i'm not sure what the original argument was about, so I can't say I'm an expert without going back, just going off of what I do know. However, if you want to know more about rent controls and other government schemes look into Thomas Sowell who has many great books on the subject. A primer of course, would be Basic Economics. I suggest you try it out, he's great. He also has a lot of old videos on a 70s show hosted by milton friedman in which he debates commies and socialists. it's gold. check it out.
