1st world region is the region of leading countries which contributed materially to humanity and are trendsetters for the world. Eastern Europe has vices of the 1st world (chauvinism, historical murders) BUT it doesn't have the good sides of 1st world, because it lacks significant scientific and economic contributions, which in the case of 1st world, trumps their bad traits
Fine example is Germany - it has many vices but they're all trumped by the fact how much it contributed to humanity, which is why it has a positive image now
