Launching nuclear devices into space is Sci-fi.
The best chance is to hit it an asteroid is while it's entering the atmosphere.
The problem with doing this is you damage the stratosphere.
A hole in the atmosphere could lead to the earth heating up more as we arent protected as much.

They all share data with each other, and there's been ongoing FBI investigations since the first one went down. Plenty of others are still up. Most 'observatories' are EMF, not optical. They look like big satellite antennae. The one NSF operates up in Greenland hasn't gone offline at all in the last six months, for example.
Optical observatories are more for Art students and tourism, than anything scientific.

There are no 'odds' of an asteroid strike. The Earth and the asteroid's speed and trajectory are absolute constants, barring the asteroid hits something large enough to deflect it, which is nearly impossible considering the vastness of space. If it's calculated to hit, it will 100%. Comets are a little different, they expel gasses that make them travel in a more hurricane like cone trajectory. When comet Hale-Bopp passed us in 1997, we were inside that cone and were never told about it until years later. I've actually considered an asteroid strike was coming for years, considering how completely reckless our 'leadership' has been for the last 40ish years. Everything has been done lately for cheap and dirty short term gains, with almost zero foresight on how it will affect the future.

The only problem is the "odds" come from the fact that we don't know the *exact* orbital parameters of the asteroid, we can't just stick a GPS on it, so there's a range/margin of error. You probably knew that though.

Space is one giant angular momentum equation. And what that dude was talking about has very little to do with something inside the solar system and more to do with galaxies. Tidal forces from coming close to other planets can affect an asteroid, but it's not going to be very difficult to calculate how much.
