Machine guns, short barreled rifles/shotguns, suppressors, and destructive devices are on a national registry. You have to submit paperwork, $200, and wait for an approved tax stamp. In 1986, they closed the registry for machine guns, so no more could be added to it. For the every day plebs in America, the only way to buy a machine gun is to find one that was made and registered prior to May of 1986 (already on the registry) and pay to have it transferred to you.
Because the registry is closed, the amount of transferable full autos is finite. As years go by and more people want to get into full autos, the demand goes up but supply stays the same. So we wind up with full auto M16s and AK rifles selling for upwards of $25,000 when an almost identical semi auto version can be had all day for under $1000. Thankfully, the registry on everything else is still open, so we can still buy new suppressors and grenade launchers and shit.
As an annoying sidenote, our laws on short barreled rifles are pants on head retarded. Any rifle designed to be fired from the shoulder with a barrel less than 16" and/or overall length less than 26.5" is deemed more dangerous and unusual, so it requires the same bullshit tax and approval even though it LITERALLY IS LESS DANGEROUS than a 16" barrel
