Because they need inducements to join the EU in the first place. It's basically a macro analogue of the welfare system. They give up jobs, economic dynamism, and self determination when they join the EU in exchange for a a welfare payment. Essentially you're bribing them to keep them in the common market/eurozone because it destroys Germany's competition and gives you a larger base to export to, which is all germany really cares about at this point seeing as they get 50% of their GDP from exports.

Europe fought unbelievable number of wars, including two world wars between the current members and was ridiculous divided by the Cold War to a point of being ready to exterminate one another by nuclear weapons.
Yugoslavia wasn't part of the EU. It was part of the Soviet Bloc. It's Europe but it was built on a completely different set of rules.

Canadian here. We've had a similar system called "equalization payments" here since forever.
The fed says the point is to bring poorer provinces standards of living up closer to the average to avoid too much mobility between province (everyone constantly moving to whichever province is currently richest.)
The reality is that the fed uses it to create dependence and stiffle growth. And to justify its existence.

Simple really, export-oriented economies like Germany have a net trade surplus. This surplus however is impossible to maintain if money doesn't flow around allowing the rest of the union to purchase goods from the export-oriented economies. Furthermore not doing so would cause the poorer countries to collapse, leave the union and as a result drastically strengthen the Euro which would explode compared to the other world currencies, essentially making it impossible for all of the EU (especially the major export countries like Germany or the Netherlands etc) to export what they produce to anyone outside the union, an to a lesser degree even inside the union.
As in any union of states, the stronger economies maintain a flow towards the weaker ones. This is true even for states inside a country.
