The EU should solely encompess the former Carolingian Empire.

Russia would have a leadership role. Russia, Germany and France would dominate the EU. The only way to prevent that would be to introduce US style federalism in which case Russian MEPs and German MEPs could dominate significnat parts of the EU Parliament, but in the EU Council, both countries would only have 2 senators.

The EU is the second greatest ally of the US and its biggest competition. Russia, even though it has weak economy, has great economical and resource potential.
