NS as an ideology can be applied everywhere with cosmetic modification.
NS as a historical ideology was German(ic)-centric though. They literally postulated that Germanics are the best of Aryans, deemed Slavs inferior, and planned to exterminate/enslave most of Eastern Europe and colonize it.
Generally their standards were non-existant, in the sense groups would be "promoted" based on how willing they were to serve German imperial plans. Accordingly, propaganda was modified over time in order to accomodate the cannon fodder they inducted into their service.
Despite their extremism, they were quite pragmatic. That's why you had all kinds of groups down to Turkmens and Balkan Muslims serving in their forces.
Their only real ideological principle was German supremacy.
Non-Germans worshipping NSDAP and Hitler is the political equivalent of watching four men ravaging your wife and clapping. That's why only inferior, mentally ill, frustrated rejects do it. You'll find few normal types among them.
