If you can't safely deploy a weapon on target without an unreasonable risk of collateral damage, I don't think the benefits outweigh the risks.
For example, an RPG or grenade while having an indiscriminate area of effect kill radius can still theoretically target what could be seen as a realistic target.
The odds of someone innocent getting harmed by such a weapon are certainly higher than that of a MG (which should certainly be available for private ownership), but nowhere near as high as a device such as a nuke.
There are effectively no targets a private individual could run into that are large enough where a nuclear bomb would be able to be used to full effect without causing widespread collateral damage.
