It's because men of either race completely defected from the democrat party meaning they are now, at least in some states, literally a party of black women.
Check these numbers, black women is 2000 votes from becoming the large segment of democrat vote, ahead of white men (which they already are) and also white women.
Conclusion: Much like the "gender gap" in wages is a statistic artifact caused by making a global average instead of by segment the same thing happens in the elections: it is not that women vote more, it is that black men and white men in democrat households won't vote at all.
