Using hydro/aqua/aeroponics reduces water usage to the point where the only water that isn't recycled is that which is used to grow the plant.
California also has plenty of water, it's just allocated mostly to the environment, and their waterways are open canals (so subject to evaporation).
You could save a lot of water by growing crops such as tomatoes and lettuce in hydroponic systems. You would also increase yield drastically compared to field-grown methods, the only downside is the use of electricity for the pumps and whatever else you add (such as artificial lighting), but that can be solved with solar power.
Ultimately, urbanite Californians are always going to demand more vegetables and fruits while at the same time as demanding their farmers use less water. Unless you fix that situation, you may as well get the government to fund the transition to hydroponic systems.

OP's problem with almonds is the fact that California grows a shitton of almonds. Like, most of the world's supply of almonds. California takes advantage of the fact that they are pretty much all of the watershed West of the Rocky Mountains, and they grow a lot of stuff. Half of California is technically a desert, but that doesn't matter because we can redirect water at will now.
It's not an accident that leftist vegans are all about the almond milk now. They've completely bought into the idea that non-dairy is good, and have no idea about cows or how they work. They arrived at a conclusion and made the facts fit their requirements.

You'd be surprised, apparently almonds actually require slightly more water per gallon to produce than beef. Although I don't know if that includes just the direct water they consume, or also the water required to produce their feed. Just kind of funny that some of the trendy foods liberals and hippies love like almonds, avocados, etc. are so resource intensive to produce. But obviously there's more to it than just water consumption, a cow also requires far more land, for example, than an almond tree.
