"problem" is that women have rights now. They are not forced to be a classic wife like our grandparents used to know it, they are like men: want to work, don't want to look after kids.
I am a man myself, not a very manly one, granted, but my gf and I have no plans to get kids until we achieved our goals which might be in 10+ years. Not more than 3, Maybe none, but definetly not JUST one.
Back then women just got pregnant with 20sth or late 10s and kept making kids, my dad has like 6 siblings, I have to, most of his siblings have only one. THAT'S the "problem" no one in this modern world, neither men nor women, wanna be housewifes.
now the GPR gave away free schooling and had Kindergarten that watched over kids aged like 3 and above, obv for free, which resulted in the east of germany having more kids than the west per capita.
