Part 1 That is short question, which unfortunately demands large answer. In comparison with wages, we're not that good. Private sector offers more, army offers more (lot of potential recruits go rather to army then to police). Right now theres 40500 of us, we need 42000 to be fully staffed. There are regions, where we lack manpower and it takes it's toll (too many overtime, stress). Also, in regions, where you can get well paid job, police is not considered a good job. I live in border region, anyone who passed Grundschule and isn't complete retard, goes to Germany for work. Even Gypsies work, which is fukken rare sight in comparison to the rest of Czech republic. Also, there are large industrial areas, where there is lot of well paid jobs and huge demand for manpower. We can't be competition to that. As our social stand, police has shameful burden from the past, when there was commie regime. We, the cops, were allmighty. There were no possible means for people to defend against our will. Lumpen were beaten (literally), for common people was interaction with police something like a russian roulette. So it happened that normies started to hate us, and even though I'm cop, I'd say their hate was righteous. Then came velvet revolution and first thing new government did, was stripping police force it's power. It was neccesary act, but it was done badly. It led to complete loss of police authority, not mentioning the means to fulfill our duty. There were huge media compaign, that dehonested us. Also, we gained freedom from commie chains, but many people mistooked it for anarchy. This time period is called "wild 90's". Still, we were able to function and we had lot of power. It ended up after year 2000, when we were forced to adapt to EU rules.Law number 273/2008 (number/year) - police law, was almost same as in any country in EU. German police law is almost same, word by word. French, italian, slovakian... all police laws around EU are almost same.
Part 2 The police law is not exactly same of course, there are some local deviations, exceptions, but the core is same. That isn't neccesarily bad thing, but problem is, that this law is weak. We have very small rights, on the other hand, suspects are protected more than victims. This leads to situaton, in which we're now. Society was angry on us, because we were on powertrip. Now we're stripped of power, and public opinion is not good, even though it's slowly changing for better. Now when you combine financial factor with society status, add constatnt bullshit from superriors, bureaucracy, MSM hate (open, now worse then ever), you can get a picture. Germany is in the same shoes in that regard, even though your police is well paid in comparison to us, has better equipment and courts consider them equal in judical process. If policeman is called as witness, his testimony have lesser weight. Sad state of czech courts now... Sorry for wall of text, you asked and it's touchy subject.
