It's probably going to be a mix, cybernetics won't be used as much as in cyberpunk, most thinks will happen externally, but those guys who will get a brain implant will be super-specialists. That brain implant will probably be implemented to be flexible and based upon configurating nanomachines within the brain itself.
They still have to update those implants every 4 years but the benefit they will get from it, will make it worth it. It won't be commonly used though, only the most elite of the elite will ahve to use it at first.
