I see a shit ton of job listings but what does an average neet put on their app or resume to not look sketch. If you don't have recent work or college history, don't you seem wildly sketchy?

A resume has one purpose - one very very important purpose - to get us through the hiring funnel and land a job interview. And to do that important job really well, we need to understand the 'hiring funnel'.
The 'hiring funnel' is made up of five gatekeepers:
1. The ATS - automated system that processes your resume. (100 Resumes)
2. The Recuriter - specializes in hiring. (70 Resumes)
3. The HR Generalist - looking for 'culture fit'. (30 Resumes)
4. The Hiring Manager - probably your line manager. (25 Resumes)
The *perfect* resume one which handles all of the gatekeepers. How? That's simple:
1. For the ATS, ensure the resume has the correct keywords. Do not paraphrase keywords because most systems only do a literal search. It is best to include keywords in the text of the resume and not a separate 'keyword' section.
2. For the Recuiter, must highlight the exact job title. This, along with keywords from the job posting, gives the resume a huge boost in the recruiter's eyes. Do not assume the recruiter can match 'front-end developer' to 'AngularJS developer'.
3. For the Hiring Manager two things are important - your personal work and your opinions. Describe your experience with the toolchain and frameworks and it will go a long way to making you stand out. Do this at the beginning of the resume so it is sure to be read.
4. For the Interviewing Coworkers, put in some of your mildly controversial opinions about your field. This will give them something to talk about and allow them to discover they would enjoy working with you.
5. Keep it short. The resume is will be one in 20 on the hiring manager's desk and 50% of the time she will scan only the first half of the first page.

Position was as a limo driver for a high end company.
Put all of my work experience as a nearby city so the people hiring wouldn't personally know anyone. I put that I worked for a carrier company for 3 years that had actually gone out of business in 2016 and that I was currently employed at a 5 star hotel as a guest service agent / driver. Only stating I was moving jobs to be in the city I had always lived in.
With $50 in burner phones, prepaid cards and software, I gave myself a spotless work history and started with a $50k/year.
Also made up some volunteer work but said "can get contact information upon request". No one ever bothered.
And I've been at it 3 years now without issue.
