With enough of a warning, it would be easy for space agencies to divert an asteroid. There's multiple ways they could do this with current technology. Considering you're talking about the last three presidents, you're talking 20+ years of a warning.

No way that can be real, the article says the military spent 6.5T in 2015 with an official budget somewhere in the 650B meaning 10 times their budget (or 50% more than the entire government budget) Someone would have to notice that much money moving.
