The best would be electronic voting with two printed receipts, one for the voter and one to have for recount or count verification purposes

My area (southern coastal NC) we are given paper ballots that you fill in bubbles, these then get scanned. You at least have a paper copy filed someplace.
The problem that comes up with receipts is that you have proof visible for other people, meaning people can sell votes much easier.
