Gas taxes go to the roads, Sacramento has always diverted all of the money from that tax into road maintenance. We already have all the transparency we need in cali.

SB-1 gas tax also goes to bike and pedestrian paths, rail projects and to the state parks and agriculture departments

Whatever taxes are being collected are not being spent on improving road conditions. The 5 is mostly a mess and only gets worse once you get LA County (like literally the road becomes worse the second you leave Orange County.) California's inept bureaucrats have no idea how to actually spend the money given to them.
