Because the less taxes that come in, the more the people have to take care of one another. And that doesn't happen in cities. So the natural choice would then be to have the gov't take care of other instead.
Consider old-people homes. Low taxes, no old-people homes, so the community/the family takes care of the elderly. Same thing with poverty, roads, schools etc. With no gov't the people has to take care of it.
This gives less tax, but more work for the community.
That's because of how dense big cities are and how shitty the people in those big cities are.

I don't get how you are relating this and real estate. If they wanted everyone crammed into the cities, wouldn't real estate be cheaper in the cities than in the country? It's just evolution man. People who live in cities have less kids. Centuries of living in the city/rural split will have effects on the genome. So much so that I wouldn't be surprised if there were genetic differences between people based solely on preferring rural areas to urban ones already.
